The best option is to eliminate private cars completely and make public transit so convenient and attractive that there will no longer be any incentive to own a car.

I haven't driven in over 10 years because I had panic attacks whenever I got behind the wheel. I only learned to drive in my late 20s when I moved to L.A. and I never really felt comfortable driving.

There are a lot of people who are unable to drive and with our aging population that number will keep getting larger. We need to be freed from the tyrany of cars.
